224. Governments should create a fund, a charity or foundation to solve poverty in their country
This is genius!
What if citizens can donate to charity of their government to help solve poverty in their country. Not only donations, also they can donate (part of) inheritance to this funds.
Like a Perestroika Foundation of Russia. Or a Solve Poverty Foundation of the United States.
Also foreigners can donate, this way they can get a cost-free visa. Like if they donate $1,000, their visa is cost-free and they have bigger chance of passing the approval process.
Also foreigners can make a donation or donate (part of) inheritance to the government foundation of choice, whereby they get a "welcome foreigner package" by mail, with free visa for family and discounts for travel.
Or they buy a 10-year visa-free (individual/family) passport for $20,000 (Russia) - $50,000 (USA), which goes towards the government fund. If 5 million foreigners buy such visa-free passport each year for Russia, that's already $100 billion per year (like rich Chinese)
Corporations (domestic or foreign) can also donate. Then they get a "Russian Approved" seal or "United States Approved" seal they can use on their marketing, website, etc. A $1,000/year donation gives the basic seal. A $5,000/year donation gives the "gold" seal.
Needless to say, Russia may collect $50-$200 billion per year, USA may collect $500 billion - $2 trillion per year.
The money goes 75% towards giving shelter to homeless, increase welfare/unemployment/pension benefits, give free food and medications to poor, give free health insurance to poor and create social housing programs. 25% goes to foreign aid like World Food Program of the United Nations, (American) Red Cross and Unicef and other charities of choice.
Social housing is mortgaged
Also to create homeless shelters or social housing, the government instead of budgeting the cost like $300,000 per house, so for $3 billion per year they produce 10,000 houses, they produce 20 times more by mortgaging each year with banks the houses or shelters, like then it costs $15,000 per per year per house/shelter, and they produce 200,000 houses/shelters per year on a $3 billion per year budget.
Infrastructure bill is mortgaged
Even to build roads, bridges, viaducts, tunnels, train tracks, sea ports, airports, government buildings, etc all these government budgets are mortgaged over 20-30 years by the government with banks. Then instead of a $1 trillion infrastructure budget, it costs 20 times less, only $50 billion per year. So with a budget of $200 billion per year, the USA can create a $4 trillion infrastructure budget!
Also, local governments like cities and state governments can mortgage their infrastructure bill and social housing.
